It is this writing MANIFESTO:
From the feeling of the neighbors of MIPANAS towards all the institutions and people that have made it impossible for us to obtain the degree of development and social well-being that we deserve and we have won over the 18 years we have been giving life to this place in the Somontano Oscense.
On the contrary, we are in a worse situation than when we arrived, with an express prohibition of the Confederaci�n Hidrogr�fica del Ebro to carry out improvement works in our homes.
Being that we have an authorization from the same CHE dated February 7, 1986 for tasks of repair and conditioning of homes in the same location. Prohibition of registering the couples and children of those who grew up in this place, in MIPANAS three generations coexist.
Finally, it is totally impossible to develop any of the projects that have been submitted to the CHE, DGA or Naval City Council.
So far we have narrated some of the reasons why we believe that a social injustice is being committed with the neighbors of MIPANAS.

However, currently the residents of MIPANAS are being subjected to a COMPARATIVE TORT as a group close to Opus Dei if they have obtained authorization and work permits to build new apartments in MIPANAS.
To all these institutions and people that are preventing the correct development and realization of MIPANAS and its inhabitants.

Remind them that when MIPANAS did not pass the A-138 road, nobody remembered this place, nor the people who inhabited it and who did it in unfavorable conditions, six kilometers of bad forest track and eight of the road separated our children, now a father, from school and health and adults from employment opportunities, services, etc.

It has been due to the construction of this road that greed has arisen and a strange interest in uninhabiting MIPANAS again to use its lot in speculative performances and control of an area promoted by economic and political groups that must have strong institutional support in view of the way the situation is taking place in this locality.

To conclude, it is for all the above that we publish this MANIFESTO in the confidence that it can serve as a CALL to honest people who may be able to mediate in this matter and collaborate in the clarification of the truth and thus among all to curb wild speculation by above all, with which we will avoid the human desertification of the towns of the High Aragon.
